He was Grand Vizier of the Ottoman Empire from 15 February 1874 to 26 April 1875. He was killed by Çerkes Hassan the younger brother of Neserek Kad¿n Efendi, who accused him of the murder of Ottoman Sultan Abdülaziz, on 15 June 1876 during a cabinet meeting of Ottoman Sultan Mehmed Murad V at the Palace of Midhat Pasha near Beyaz¿t in Fatih, Istanbul.

Political and economical developments that took place beginning from the late 16th century, by changing the Ottoman administrative order in a great scale, gave way to a decentralization process. In this period, the class of notable superseded the governors assigned from the centre. Notables, who acquired the management of vast acres and farms through the system of tax farming and manor, in time had captured province bureaucracy and strengthened their autonomies. However, while the consequences of heavy defeat against Russia in 1774 had necessitated reformation in military field, the cost of these reforms played off central government and local powers. In he beginning of 19th century, as reforms which proposed re-centralization tired to push notables out of the system, notables opposed with a rigorous resistance. In this period in which arduous struggles occurred had taken place between Notables and the government, one of the strongest notables who joined authority struggle with the state was Osman Agha of Tavas. He served as U.S. Attorney General and Secretary of State under President Grover Cleveland, and in the latter position, briefly, under Cleveland's successor, William McKinley. As attorney general, Olney used injunctions against striking workers in the Pullman strike, setting a precedent, and advised the use of federal troops, when legal means failed to control the strikers. As secretary of state, he raised the status of America in the world by elevating U.S. diplomatic posts to the status of embassy. Osman Nuri Ergin was the initiator of the studies regarding modern municipalities' studies and gave so many qualified books related to Ottoman-Turkish urbanism and municipalities' studies scientifically. He was also the first scholar who was one of the architectures of municipalities' studies and history of urbanism and education. His best known book in this field called "Mecelle-i Umûr-i Belediyye". The book is one of the main sources for the history of urbanism, especially for the history of Istanbul. Istanbul Metropolitan Municipality and other metropolitan cities of Turkey function on the bases of what he declared. Since he worked as an officer for the government during the World War I, the time of Abdulhamid II and at the time of the young Republic, he was one of the figures who know the cultural and social changes in Turkish society. During this cultural transformation, he played a role of bridge in between Ottoman culture and modern day Turkey with the help of some enlightened scholars. He had so many attempts to transform Ottoman Sufi culture to the next generations. To reach this goal, he wrote so many valuable books. Although he wrote books in the fields such as Sufi order, grammar, history of arts, literature, he was not able to publish all of his works in his life. This 'Maarif tarihi' [= History of education] is still the most comprehensive corpus on Ottoman / Turkish education and cultural history.

Goodspeed, as a part of the purchase price of the manuscript material contained in the book. In 1847 Charles Dickens published a pamphlet calling on ''fallen women'' to enter a Home established by his friend Bar oness Burdett-Coutts. For many years this pamphlet was unseen by Dickens collectors and some doubt was expressed as to its very existence. Then, in 1928, Charles E. Goodspeed purchased from the last secretary of the Baroness a copy of the pamphlet together with several letters from a correspondence relating to the home and, in particular, to the efforts of Charles Dickens on behalf of a Miss Caroline Maynard Thompson.
