Protagonista delle lotte operaie dal 1917, dopo l'avvento del fascismo, importante fu la sua ininterrotta iniziativa politica e propagandistica antifascista; dalle prime lotte, col "bracciale rosso" durante l'occupazione del Cantiere, all'organizzazione antifascista clandestina. Dalla fine degli anni '20, organizzò un centro stampa clandestino a Lerici, fino al suo arresto e al processo, nel 1934, davanti al Tribunale Speciale fascista, che lo condannò a sei anni di carcere. Inviato in seguito al confino e poi nel carcere di Lucera - dopo l'8 settembre 1943 - ricorrerà allo sciopero della fame per riavere la libertà. Rientrato alla Spezia riprese l'attività clandestina costruendo, assieme ai compagni, una vera e propria tipografia: i pesanti macchinari furono nascosti in una cisterna sulle colline di Lerici. Grande fu il contributo che tale attività di stampa e di diffusione di materiale d'informazione dette alla lotta di Resistenza contro i nazifascisti. Nel '44 Lupi e i suoi passarono nelle file partigiane, dove egli diverrà Commissario Politico della IV Zona Operativa. Dopo la Liberazione fu Sindaco di Lerici, Presidente e Vicepresidente della Provincia della Spezia.

Emigrating to the United States in 1948, he continued to work with Jewish cultural institutions in New York City, such as the Jewish Teachers' Institute, YIVO, and Yad Vashem. An early Nazi-era publication of the American Branch of YIVO in New York, this publication describes the aims, organization, achievements, prospects, and future needs of the YIVO institute in Vilna, which would be overrun by Hitlers armies 4 years later. A very interesting early publication from the American Branch of YIVO in New York; in four years time from this published brochure the city to become the final location of the YIVO institute. On the first page lists the Honorary Board of Trustees: Simon Dubnow, Albert Einstein, Sigmund Freud, Moses Gaster, Edward Sapir, Chaim Zhitlowsky. Subjects: Yivo Institute for Jewish Research. OCLC lists only one copy (Spertus Institute) . An important document linking 2 of the greatest thinkers of the early 20th Century to each other and to Jewishness.
