The first edition of this very scarce work.This work presents Walter Cook Spens' answers to queries on jurisdiction and punishments made by the Home Secretary to English and Scottish magistrates. The Home Secretary at this time was Richard Assheton Cross the 1st Viscount Cross during Disraeli's second government.An interesting look at the punishments decided by the summary criminal courts on minor criminal offenses with a special reference to the use of the lash. By Walter Cook Spens one of the Sheriffs-Substitute of Lanarkshire. He was one of the founders of the Scottish Chess Association in 1884. In the original cloth binding. Externally generally smart with light marks to the cloth. A small amount of loss to the head of the spine. Minor bumping to the extremities. Title label to the front board is age-toned with light spots and rubbing. Hinges are starting but firm. Internally generally firmly bound. Pages are bright and clean with a few scattered spots. Seven photographic plates tissue guards intact with the exception of the frontispiece and thirty-eight color diagrams with a price list at the rear dated 1891. <br/><br/>Englishman William Cook played professional billiards in the late 19th century winning several world championships until about 1885 when the award went to Cook's longtime rival John Roberts Jr. because Cook would not respond to Roberts' challenge. Cook's memoir is one of the most detailed treatments on the subject of billiards of its time. <br/><br/>Moderate foxing throughout light soil to the rear board light creases to some of the tissue guards offsetting to the endpapers light fraying and rubbing to the extremities with splitting to the internal hinges.
