He joined the diplomatic service in 1908 trained for two years and was posted to Constantinople in 1910 "but in September a slight fever was diagnosed as tuberculosis and he returned to England to a sanatorium. He pronounced himself cured and . went back to Constantinople in March 1911 to be transferred in April to Beirut. Flecker was not a very efficient vice-consul" ODNB. His first formal collection of verse The Bridge of Fire was published in 1907 and The Golden Journey to Samarkand was published in 1913. He died in Switzerland aged thirty-one.<br/>Lawrence knew Flecker in Beirut before the war. "Flecker probably introduced Lawrence to contemporary poetry" wrote Wilson in his introduction to Minorities 1971. <br/>According to O'Brien An Essay on Flecker was "written in 1925 with the intention of publication in a periodical and did not appear in print until 1937". "That both Church and State may enjoy each their own Priviledges is the design of this Essay." The University of Glasgow's entry on OCLC names John Pollock as the author. <br/> England's established Church causes the author to advocate a greater involvement of civil government in religious matters than prevails in the United States. But otherwise his prescription is very much like modern American conceptions of religious liberty: the Church is in charge of spiritual matters and gives "all due Respect and Obedience to the Civil Magistrate; whatever with Scripture warrant they can allow him will not be wanting." The Magistrate provides the environment for the free exercise of worship. "Even Heathen Magistrates may and ought to aid and help the Church. Whence it is that by God's Command Prayers are to be made for them." The establishment of the Second Bank of the United States in 1816 prompted immediate distrust of the institution with opponents charging it as constitutionally illegitimate and a direct threat to Jeffersonian agrarianism. With more local banks than any other state Maryland faced an unprecedented demand on specie from out-of-state banks and thus passed a bill calling for a tax on bank notes not issued by banks chartered within the state. The only such bank was the Baltimore branch of the Bank of the U.S. The cashier of the Baltimore Bank of the U.S. refused to pay the tax and the ensuing lawsuit would eventually make its way to the Supreme Court leading to the monumental decision in McCulloh v Maryland which held that the State could not tax a branch of the United States Bank and affirmed federal powers not delineated within the Constitution.<br/><br/>Anti-banking prosecutors in Maryland however did not take the defeat in the Supreme Court lightly. Instead they indicted McCulloh and the President of the Baltimore bank of the U.S. James A. Buchanan 1768-1840; not to be confused with the U.S. President on conspiracy charges relating to 3 million dollars in loans that Buchanan and McColloh had extended to themselves and friends without proper collateral and without informing the directors of the parent Bank of the U.S.<br/><br/>This scarce work comprises the reports indictments and evidence presented on the banking conspiracy cases brought against Buchanan and McCulloh published by the Directors of the Bank of the U.S. as part of their attempt to recuperate losses and address public .<br/><br/>Scarce with only a single example in the auction records in the last quarter century.
