In the early twentieth century the City of Los Angeles experienced unparalleled population growth and city leaders recognized the importance of a harbor for the city's future growth. The Board of Harbor Commissioners was created on December 9 1907 marking the official founding of the Port of Los Angeles. San Pedro and Wilmington were annexed to the City of Los Angeles on August 28 1909 making the Port of Los Angeles an official Department of the City of Los Angeles. With the opening of the Panama Canal in 1914 Los Angeles became the nearest major American port northwest of the Canal and a major port-of-call for most transpacific and coastal traffic. The 1920s was a decade of dynamic growth for the Port marked by a boom in the petroleum lumber and citrus trades. For the first time in history Los Angeles surpassed San Francisco as the West Coast's busiest seaport and ranked second only to New York in foreign export tonnage. This is one in a series of Annual Reports by the Board of Harbor Commissioners detailing some of the most expansive years at the Port of Los Angeles. Today the Port of Los Angeles is a complex that occupies 7500 acres of land and water along 43 miles of waterfront. The port is located in San Pedro Bay. The Port of Los Angeles is a department of the City of Los Angeles and employs nearly 896000 people throughout Los Angeles County and 3.6 million people worldwide. The modern history of the Port of Los Angeles began when Phineas Banning greatly improved shipping by dredging the channel to Wilmington in 1871 to a depth of 10 feet. That year the port handled 50000 tons of shipping. When Phineas Banning died in 1885 his sons promoted the port then handling 500000 tons of shipping a year. The Southern Pacific Railroad sought to create a Port of Los Angeles at Santa Monica in 1893. Harrison Gray Otis and U.S. Senator Stephen White advocated for federal support for the Port of Los Angeles at San Pedro Bay. The Free Harbor Fight was settled when San Pedro received federal support in 1897. A breakwater was begun in 1899 and Los Angeles annexed the area in 1909. The Los Angeles Board of Harbor Commissioners was founded in 1907. During the 1920s the Port of Los Angeles surpassed San Francisco as the West Coast's busiest seaport. In the early 1930s a massive expansion of the port was undertaken with the construction of a breakwater three miles out and over two miles in length.
