Written and submitted in reply to a competition held by the Vereeniging tot Verspreiding van Kennis aangaande 's Lands Verdediging. Any contributor had to address six painful questions, eternal issues of worry and of concern for a small land surrounded by mighty neighbours. Even the position and capacity of the elderly and the women were to be considered: could they contribute to the Land's defense in any way beside active fighting? Hoogenboom, First Lieutenant Artillery, was much concerned with the subject. His extended "Beschouwingen over Nederlands gewapende neutraliteit bij een oorlog tusschen andere Mogendheden" was published a few years later. Very rare.
