Giuseppe Pecchio (Milano, 1785 - Brighton, 1835), economista, giurista e patriota, fece parte del movimento dei romantici milanesi riuniti attorno al foglio Il Conciliatore. Dopo il fallimento dei moti piemontesi del marzo 1821, Pecchio fu costretto ad abbandonare l'Italia e, dopo lungo viaggiare (fu in Svizzera, Spagna, Portogallo, Grecia) si stabili' in Inghilterra. Legato alla tradizione del Caffe' e dei Verri, e' noto anche come autore di una biografia di Ugo Foscolo.

The text also includes letters between the Chevalier de Souza Couttinho and the Marquis Wellesley regarding the status of Portuguese ships captured by the British during the war.
