The goal of this bill in the House of Representatives was to connect the Atlantic and Pacific with a railroad. Specifically this undertaking was to construct a railroad and electric telegraph from the Mississippi to the Pacific Ocean. Whitney seems to have played a critical role in this process and started to work on the railroad project as early as 1841. The pamphlet contains a lot of information on early railroad issues especially imports and exports.
