English ship-builders, were incensed that the Navigation Acts were proposing to allow Indian built ships to use the commercial shipping routes, traffic previously restricted by law to British built vessels. Harrison supported the ship-builders and put forward a case for 'the absolute exclusion of all India built ships and vessels from any participation in the privileges of British registry'.

This work is a translation of Court's "Aanwissing der heilsams politike Gronden en Maximen van de Republike van Holland", of 1699, which is in turn is an unauthorised revision and enlargement of his "Interest van Holland." of 1662. This translation wrongly attributes the work to Johan de Witt. The work had been circulated in manuscript and was published, without de la Court's permission, by de Witt "without doubt one of the greatest, if not the greatest statesman of his age"- Palgrave.
