The Indian higher education, modeled by Lord Macaulay a century back, is turning irrelevant for the emerging global knowledge society. Significant shortfalls in dynamic and qualified faculty, huge gaps between the imparted and expected skill-sets and a greater disconnect with the market and social needs have plagued the system. Reforms since independence had a myopic approach and casual attitude towards management and revitalization of higher education essential for socio-economic development. We need to reengineer current models of delivery, quality, management and regulation of education for generation of globally competent human resource. The present volume, having articles from authorities like APJ Abdul Kalam, P.N. Srivastava, S.P. Thyagrajan, S.K. Thorat, Panjab Singh, H. P. Dikshit etc., attempts to provide solutions to the above problems and catalyze sustainable transition from quantity-based system into that of quality, instilling entrepreneurial and innovative skills among our youth ensuring their competence for worldwide acceptance and a developed India by 2020. Recognising the role of education as an effective instrument for bringing about changes in Scheduled Castes in their socio-economic and socio-cultural conditions in an elaborate programme of pre-Matric and post-Matric scholarships, reservations of seats in the schools and colleges, establishement of hostels and ashram schools and many other beneficial schemes are in operation for the last five decades. It is of considerable interest to find out how these facilities have been actually beneficial for them and what is the level of their progress in the field of education. This book is aimed at knowing the truth in this regard. In fact, the educational progress of the Scheduled Castes suffers from two deficiencies; first, they lag very much behind the rest of the population in their educational achievement and second, among them some group have made far more, rapid progress than others. The benefits of the special educational facilities for the Scheduled Castes have not accrued equitable to the most backward communities among them. As a result, severe interand intra-caste and intra-and intra-state differentials have given rise to a separate class among them. This study based on the data, identifies the castes and the caste-groups which have benefited due to differential utilization of the incentives and other protective programmes and suggests measures to bring about an all round educational development of the Scheduled Castes. A bold and pragmatic step is called for to give a new orientation to the present policy of educational development of the Scheduled Castes, if we are really interested in ushering in equality through education. ABOUT THE BOOK:- Learning Tamil in the early modern world had connected so many people of various nationalities and such connectivity was without any bias. This book treats in great detail and quite innovatively the stages of development of the study of Tamil language by several missionary individuals during the mid-16th to mid-19th century. It establishes the growth of relationships in the spread of Tamil all over the globe and more particularly in European countries with comparative linguistic interests. The volume provides a new, clear-sighted and thought-provoking account of the missionary linguists and linguistics who wrote Tamil grammars, compiled multiple dictionaries and word-indices after their arrival on the Tamil coast. It examines the forms and contexts of use of the language and how grammatical and lexicographical ideas first came to be expressed through the medium of paper manuscripts in several European languages into the public sphere. The author has made a skilful perusal of the hand-written and printed texts and traced the pioneer missionaries highlighting the more advanced and refined linguistic contribution.
