Il 12 novembre 1814 venne promulgato a Torino, a firma di Vittorio Emanuele I il decreto su Formazione, Statuti e Doveri del Corpo dello Stato Maggiore Generale e della Topografia Reale, documento base dal quale trarra' origine lo Stato Maggiore piemontese destinato successivamente a diventare italiano. 'Il dovere degli ufficiali dello Stato Maggiore Generale in tempo di pace si legge nel decreto- e' quello di istruirsi con ardore ed esercitarsi per la stagione di guerra. Essi debbono affinare la loro teoria nella tranquillita' della riflessione e moltiplicare le loro cognizioni con lo studio e viaggiando'.
