Largely the work of political theorist Pierre Daunou it established a bicameral legislature made all taxpaying French males over 25 eligible to vote in primary elections enfranchising around one million more citizens than the 1791 Constitution and contained an explicit ban on slavery.

It remained in effect until the coup of 18 Brumaire 9th November 1799 which effectively ended the Revolutionary period and began the rise to power of Napoleon Bonaparte.

A pleasing unsophisticated copy remaining in the same form as it would have been when it reached the hands of ordinary Frenchmen in year that it was issued. 179137077Boston 1791. Folio 4 pp with caption title at first page as issued. Printed in four columns per page. Evenly toned some dusting binding holes at blank inner margins. Trimmed closely at top margin with occasional shaving. Good.

Page 3 reports the first oral argument before the Supreme Court and the Court's first decision. The case was West v. Barnes 1791 argued on August 2 1791 and decided unanimously on August 3. West sought to pay a Rhode Island mortgage debt with paper currency rather than in gold or silver. A Rhode Island statute authorized him to do so. But the holder of the mortgage objected to payment in paper currency.
The lower court rejected West's actions. Having secured a writ of error from the lower court West appealed to the Supreme Court. "Not so fast" the mortgage holder's attorney David Barnes said. The writ of error must be obtained from the Clerk of the Supreme Court not from the lower court. The Court-- consisting of Chief Justice Jay and Justices Cushing Wilson Blair and Iredell-- heard argument on this issue. The Centinel reports the Court's decision: "The next day the Court refused to grant the rule moved for in the above cause; being unanimously of opinion that writs of errour to remove causes to this court from inferiour ones can regularly issue only from the clerk's office of this court." The word 'court' in this quotation has been damaged in this copy of the Centinel.
The case is reported at 2 U.S. 401 1791. unknown books

The Committees of Surveillance were established during the Reign of Terror September 5 1793 - July 27 1794 as part of the revolutionary government's efforts to identify and suppress counter-revolutionary activities. These committees were tasked with monitoring individuals' behavior enforcing revolutionary laws and ensuring loyalty to the revolutionary government. The document outlines the powers duties and procedures of these committees as well as the penalties for those found to be opposing the revolution providing a unique and fascinating insight into the legal and administrative framework of revolutionary France – arguable one of the most profound and radical moments in modern European history. The Committee of Surveillance in France during 1793 was established as a part of the radical phase of the French Revolution. Its function was to oversee and monitor the activities of suspected counter-revolutionaries and enemies of the Revolution as well as to enforce laws related to internal security and revolutionary principles. The committee was tasked with identifying individuals or groups deemed to be a threat to the revolutionary government often leading to arrests interrogations and in some cases executions by the Revolutionary Tribunal. It played a significant role in the Reign of Terror a period marked by extreme political violence and repression in France. The present work is of the utmost scarcity. Overall very good ! Extremely scarce publication in first or second edition ! Regina Maria Roche 17641845 is gauged as a minor Gothic novelist who wrote in the shadow of the pioneering Ann Radcliffe. However she was a bestselling author in her own time. The popularity of her third novel The Children of the Abbey rivalled that of Ann Radcliffe's The Mysteries of Udolpho. Born Regina Maria Dalton in Waterford Ireland in 1764. Her father was a Captain in the British 40th Regiment. Her family moved to Dublin and after her marriage to Ambrose Roche in 1794 she moved to England. Her first two novels were published under her maiden name before the success of The Children of the Abbey and Clermont. Both these were translated into French and Spanish and went through several editions. However after her fifth novel The Nocturnal Visit appeared in 1800 Roche suffered financial difficulties having fallen afoul of a duplicitous solicitor and she did not write again until 1807 when she received aid from the Royal Literary Fund. She then wrote 11 more novels most of them set in the rural Ireland but none matched her earlier successes. After her husband's death in 1829 she returned to Wexford. After bouts of depression she died in relative obscurity in the town of her birth at the age of 81. Roche's obituary in The Gentleman's Magazine remembers her as a "distinguished writer who had retired from the world and the world had forgotten her. But many young hearts now old must remember the effect upon them of her graceful and touching compositions." The Children of the Abbey a sentimental Gothic Romance was one of the period's most popular novels of the 1790s. Her book Clermont was Roche's only full attempt at writing a truly Gothic novel. It has a decidedly darker in tone than anything else she wrote. Both novels went through several editions and were translated into both French and Spanish. Clermont was one of the Northanger Horrid Novels satirized by Jane Austen in her novel Northanger Abbey. Wikipedia hardcover
