Édition originale de cet essai résolument libéral et anti-protectionniste. Réparti en douze "livres", il s'oppose au "colbertisme", à la "revanche des émigrés" post-Napoléon et à plusieurs positions alors associées au protectionnisme : subventions aux vignerons, au bimétallisme (cours légal conféré aux pièces d'or et d'argent) ou encore à divers secteurs de l'industrie dite nationale.
