Debates and proceedings of the Republican wing of the Convention there was also a separate volume for the Democratic wing to make Minnesota's state constitution. A tempestuous battle had ensued over which party would control the convention as that party would dictate the provisions of the constitution and so arrange the formation of congressional and legislative districts that Senators and Representatives in Congress would be of that party's faith. The political control of Congress might depend on the outcome in the new state of Minnesota and so the whole country became interested in the election of delegates to Minnesota's Constitutional Convention. Agreement between the two parties could not be reached and thus two separate conventions were convened. "The two conventions met daily. Their proceedings were uniformly orderly dignified and most interesting. Various important measures far reaching and influential in their character and nature were proposed in each convention and some of them adopted . In a few weeks after the rival conventions assembled the better judgement sound sense and devotion to the interests of the people among the members generally asserted themselves." Private conferences were held and at last Democratic leaders conferred with leading Republicans and on the 28th of August 1857 agreement was reached upon the entire draft of the constitution a printed version of which appears at the back the volume. 18957168St. Paul: Pioneer Press Co 1895. First and only printing 8vo pp. 87; original blue printed wrappers a few small chips in the spine and mild dampstain entering from top margin very good. Donnelley left the Republican Party after having served for three terms as Minnesota's Representative in Washington because he saw that the Republicans were "eternally wedded to the interests of the few." In turn he became a Liberal Republican Granger and finally a Greenback-Democrat. As a leader of the Farmers' Alliance in the state legislature he led it "almost to a man" into the Populist party "in the formation of which he had an active part." The Pine Land Investigating Committee was empowered by the state legislature in 1893 to investigate the thievery of timber "stumpage" from timberland in Minnesota. Donnelley was the chairman of the seven-man committee and the report which blew the whistle on the stumpage thieves was written almost entirely by him. See BAL p. 478 who had not seen a copy. The State University of New York at Oswego was founded in 1861 as the Oswego Primary Teachers' Training School; this institution embraced and popularized some of the most innovative teaching methods of the day. The school led the Oswego Movement of educational reform in the United States which sought to emphasize that every aspect of the child's life contributed to the formation of their personality character and capacity to reason. These educational methods were child-centered and based on individual differences sense perception and the student's self-activity. In 1942 the New York state legislation elevated Oswego from a Normal School to the 4-year bachelor's degree-granting Oswego State Teachers College. In 1948 Oswego became one of the State University of New York's charter members. To meet the expanded need for specialized instruction the institution broadened its academic perspective to become a full-fledged arts and sciences institution in the SUNY system and featuring a range of liberal and professional studies by 1962.
