The Subcommittee will be holding its tenth hearing examining the Voting Rights Act of 1965 and the temporary provisions that are to expire. They're set to expire in 2007 unless we reauthorize by Congress which I think most of us anticipate will occur. The Subcommittee examined each of the expiring provisions in great detail. This afternoon we examine the evidence of continued discrimination against racial and language minority citizens since 1982 that have been compiled by a number of non-governmental organizations who will be testifying. I'd thank these organizations for the time and effort that they have put into completing these reports and in making sure that this Committee and Congress has before it a complete and accurate record of discrimination over the last 25 years. In continuing to reauthorize the temporary provisions Congress on four separate occasions examined the extent to which discrimination continued to exist by analyzing information such as enforcement statistics minority voter registration rates minority voter turnout and litigation pursued to protect minority voting rights. Federal agencies such as the United States Commission on Civil Rights were instrumental in investigating analyzing and reporting back to Congress on the state of minority voting during each consideration. Each time Congress concluded based upon the evidence presented that the exceptional conditions which existed in 1966 continued to exist in 1970 1975 1982 and in 1992 when it was last reauthorized. This afternoon the Committee continues to examine whether the exceptional conditions warranting the extension of the temporary provisions continue to exist in 2006. U. S. Halsey collection.<br/> <br/> One of the earliest portaits of one of the greatest figures in maritime history Sir Francis Drake.<br/> <br/> Sir Francis Drake c.1540-1596 was an English explorer pirate and politician best known for his circumnavigation of the world in a single expedition in his galleon the Golden Hind. Drake left England with five ships in December of 1577 as is noted in the present print. He returned three years later having challenged Spain's hegemony over the Atlantic Ocean and the New World. Drake would go on to help defeat the Spanish Armada in 1588. Drake is pictured half-length in an oval vignette which is lettered in Latin text meaning: "Most Noble English Knight Very Experienced in All Things Nautical and Military." Wierix captures Drake around the age of 43 with signs of age. He engraved this image after a portrait purportedly painted from life by Jean Rabel the Elder; it is said to be a credible likeness of the famed navigator. Drake is in a three-quarter view looking to his right wearing etched armor with a sash a lace collar over his gorget and holding a shield on his right arm which is decorated with two ships. The legend beneath the portrait indicates the date of Drake's circumnavigation and reads: "Hic est qui toto terrarum Orbe duorum annor. Spatio et mensium to circumducto Angliam patriam revisit 1577 id Dece." This is the one known throughout the world. He circumnavigated England and returned 1577 December. "Drake's voyage of 1577-80 had two purposes - to discover trading bases in the legendary "Terra Australis" and the Moluccas and to raid the west coast of South America. Sailing up the coasts of Chile Peru and Mexico Drake sacked towns and plundered shipping. He reached California which he named New Albion and claimed for England in the name of Queen Elizabeth. Returning to England via the Pacific and Indian Oceans Drake was the first Englishman to circumnavigate the world." Hill The printmaker Hieronymus Wierix was one of three brothers who were all engravers. Hieronymus was a child prodigy who went to work for the legendary printer Christophe Plantin in 1570. There he learned to engrave copper engraving his first plate for Plantin at the age of seventeen. Wierix made over 120 engravings for Plantin from 1569 to 1576. He became a master printer known for his "very delicate religious prints on a very small scale" and lived in Antwerp the remainder of his life. It is unclear if Plantin had a hand in the publication of the present print but he did live in Antwerp until 1589 and he was a close associate of Wierix's. Wierix's portrait of Drake is the basis for later derivative images by other printmakers including Jodocus Hondius and Crispin van de Passe. In those other prints of Drake the image and his face are in reverse orientation and most are inaccurate copies of copies presenting a Drake far afield from his actual appearance. This print from the esteemed Frederic R. Halsey print collection with Halsey's stamp on its verso has impeccable provenance to match its quality. Halsey was a notable book and print collector attorney member of the council of the Grolier Club and trustee of the New York Public Library. His collection of prints was estimated to hold about ten thousand items the scale and scope of which would be near to impossible to replicate. Halsey collected Americana and prints of sporting Napoleonia and etchings by old and modern masters. His collection was sold through Anderson Galleries in New York November-December 1916 and its catalog remains an essential reference.<br/> <br/> Graesse V: 154. This is the "November 1929" printing.<br /> <br /> The work is an exhibition catalog from The National Fine Arts Exhibition held in Shanghai in April of 1929 which was organized by the Ministry of Education of the Republic of China headed at the time by Cai Yuanpei. It is considered the first Chinese fine arts exhibition in modern history. The exhibition was a monumental retrospective with more than 2000 pieces of art from throughout Chinese history starting from the Five Dynasties period the 10th century up through the contemporary period. The event brought together the work of countless Chinese artists photographers and architects and also included the work of six Japanese artists. <br /> <br /> The catalog includes some 400 pieces of the artwork featured in the exhibition divided into a "modern" volume and an "ancient" volume. The artwork is printed in b/w offset photographic reproductions and collotypes. Also included in the "ancient" volume are seven works in color with both Chinese and English language titles on protective tissue guards a few of which are beautifully printed color lithographs. The "modern" volume contains a printed calligraphic prologue written in by Cai Yuanpei. The "ancient" volume includes works from some artists as The Four Wangs Wu and Yun from Qing Dynasty Four Monks of the Early Qing Dynasty Bada Shanren Shitao Hong Ren and Kun Can Lan Ying and Gong Xian. The "modern" volume contains works from Zhang Daqian Qi Baishi Wu Hufan Liu Haisu and Lin Fengmian among many others. Both volumes contains extensive indexes of the artwork. 1960172596Paris: Michel Salou 1960. Superb images of the Messengers live in Paris An outstanding series of "in the moment" images showing one of the great Messengers lineups captured in Paris probably at the Olympia in 1960. The lineup comprises Blakey drums Wayne Shorter tenor sax Lee Morgan trumpet Bobby Timmons piano and Jymie Merrit bass. Blakey 1919-1920 was a master percussionist and the Jazz Messengers which he led for over 30 years was "the most famous academy in jazz" Cook & Morton. Wayne Shorter was relatively new to the band and his playing lent a "dark corrosive edge" to the front line while on ballads his tone became "softly beseeching". Lee Morgan "arguably the defining figure of hard bop" had been with Blakey since 1958. The photographer Michel Salou worked as a music executive producing albums by among others Sun Ra Live in Paris: At the "Gibus" 1973 the Mal Waldron Trio Ursula 1978 and the French pianists George Arvanitas and Rene Urtreger. He also appears in the annals of the Art Ensemble of Chicago as their "first booking agent. who helped them secure concert dates across France and elsewhere in Europe" Steinbeck p. 130. His excellent work as a lensman appears to have gone virtually unnoticed except that the National Portrait Gallery holds a single print of Ray Charles in performance. Internally folding coloured frontis additional engraved title page with coloured print 5 viii only 1 2-100 2 pp. Complete with twenty-two hand-coloured aquatints including folding panoramic frontispiece of Sidmouth and coloured vignette on engraved title page. Engraved map of Sidmouth on penultimate page with touring directions below. Illustrations by Daniel Havell; after H. Haseler. Contemporary half red morocco over marbled boards expertly rebacked using original spine. Smooth spine partitioned by gilt rules and with gilt decorations between gilt spine lettering marbled endpapers Some rubbing to boards. Overall a very good copy; very clean and fresh. There are two issues of this book with the latter having two more views and no text. Page 100 is devoted to a description of 'Additional Buildings &c.' that at the time of printing were being completed in or near Sidmouth. Two of the buildings mentioned in this section later had plates illustrative of them. "Copies with the extra views also discard the letterpress title and text the book appearing in album form only. It will also be noted that the present copy carries a leaf giving the name of the 'first fifty subscribers' and it is possible that the early state was limited to a number but little in excess of fifty" Abbey. This copy has the subscriber list. Probably the next owner of Woodlands was Peter Burrell Lord Gwydir who purchased the old house in about 1806 and immediately set about altering it into the most picturesque thatched cottage ornée spending a great deal of money in the process. Historically the Gwydir estates lay in County Caernavon. Lord Gwydir's estate was Langley Park Beckenham Kent and 'Woodland Cottage' as he renamed the house was his seaside retreat. Part of the cottage was pulled down and a new west front was built overlooking the garden allowing a suite of reception rooms to be formed all of which were decorated in fashionable Regency style. Lord Gwydir was also responsible for the lovely barrel ceilings found in the Dining Room and rooms 11 14 and 15. He put in a new staircase - one of the best in the district - with a spacious landing. All the windows were changed and many fashionable 'Gothic' headed casements were installed; some still have the original coloured glass. Regency craftsmen replaced the inner doors and mouldings. He was so keen to oversee the work and improvements himself that he rented a house in Fortfield Terrace built 1790-94 for the duration of the work. The building he created was mentioned in many books on Regency times. As a result of family connections he moved in the highest social circles and was a friend of the Prince Regent 'Woodland Cottage' was visited by many of his society friends. The garden was a particularly picturesque feature and much commented upon. There was a loggia along the north side supported by pillared oak trunks and roofed with rustic branches with the bark left on these were planted with roses and honeysuckle which twined up the whole terminating in a little room of similar design all surrounded by orchards. As with many great houses of the time when Lord Gwydir was not in residence visitors were admitted to view the house and gardens. 22 hand coloured aquatints. Abbey Scenery 307. Prideaux p329. 1866104413London: Saunders Otley and Co. 1866. First edition uncommon just 9 locations on Library Hub. Account of the society's disastrous first missionary expedition which took them into Nyasaland now Malawi. Founded in 1860 by a coalition of groups in Oxford Cambridge Durham and Dublin Universities the Universities' Mission to Central Africa was inspired by the lectures that David Livingstone gave on his visit to England in 1857 and was established with two main aims: to establish a missionary presence in Central Africa and to offer active opposition to the slave trade. It was the first mission society operated by the high church faction of the Anglican Church and was unique among Anglican missions in that primary authority rested not with a committee based in Britain but with a bishop in the field for which purpose Charles Mackenzie was consecrated bishop of central Africa in Cape Town Cathedral in January 1861. The missionary party set off up the Zambezi into Shire where their choice of Magomero as their base was fatally flawed placing them in the middle of a region ridden with disease and deeply troubled by intertribal conflicts. Bishop Mackenzie died there of Blackwater Fever on 31 January 1862 along with three other members of the tiny missionary party and many local people. Early conversion efforts from this base yielded little result and supplies ran out or were destroyed during a period of famine. Under its new bishop W.G. Tozer the mission subsequently withdrew from the area abandoning the graves of the missionaries who had died there and establishing a new headquarters in Zanzibar. Octavo. Frontispiece and 7 other plates 2 full-page maps numerous illustrations to the text. Original green sand-grain cloth title gilt to the spine blind panels to the boards publisher's device gilt to the centre of the front board. A little rubbed and a touch dusty front hinges just starting front pastedown slightly marked by the removal of a bookplate light browning and some foxing front back and to the fore-edge a very good copy. hardcover
17753730London: Printed for T.Lowndes 1775 1775. First edition. 4to. 265x210mm. pp. iv 764 10 index. Ten engraved plates frontispiece portrait of the author and a further nine. The verso of the second leaf of preliminaries is numbered vi. Some foxing in places but otherwise internally very good with the plates in excellent condition. Handsomely bound in slightly later red straight-grained morocco upper and lower covers decorated with two double fillet borders in gilt enclosing a continuous "drawer-handle" design in blind and framing a continuous swag and drop border in blind. Spine with five double raised bands decorated in gilt and blind and lettered in gilt to the second and fifth compartment. Edges of the boards decorated in gilt. Turn-ins decorated in gilt with a wavy dotted line and ears of wheat with a flower motif in the corners. All edges gilt. The binding is of a very high standard. It is unsigned but the tooling and overall design conforms to the work of the German emigré binders and we would tentatively attribute the binding to either Christian Kalthoeber or John Bohn and date it to the 1790s or the very early years of the 1800s. A previous owner has inscribed the verso of the front free endpaper "Bound by Edwards of Halifax ". This seems unlikely but it is possible given the subject matter of the book and the links between Edwards and the German emigré binders that this copy did pass through Edwards's hands. John Watson 1723-1783 was that perfect eighteenth-century combination of clergyman and antiquary. He was the curate of Halifax between 1750 and 1754 and retained links with the town throughout his life. Starting with Druidical remains and moving through Roman affairs Watson brings the reader up to the eighteenth century. He covers the history of Halifax and provides details of the main buildings in the town as well as exploring fascinating byways such as "Remarks on the Dialect of Halifax""Vocabulary of Uncommon Words used in Halifax" and "A Catalogue of Plants Growing in the Parish of Halifax". 18760009090SILVER INLET MINE SIBLEY PENINSULA ONTARIO CANADA. Good. 1876. On offer is an 1876 Metallurgical assay and analysis book of silver mining only a few years after silver had been discovered at Silver Islet in Northwest Ontario. The diarys first page has a title: Analyses & Assays made for the Silver Islet Mining Co. at Silver Islet Lake Superior 1876 to 77 by Carl O. Wederkinch. The book is true to its title. Throughout the handwritten book which covers a period from November 2 1876 to mid-1877. This book has a tremendous amount of information in it relating to the complicated and fascinating metallurgical process of Silver mining. Wederkinch who was at the time the lead engineer of the Silver Islet Mining Co. keeps incredibly detailed and comprehensive notes on a wide variety of topics related to his work at the Silver Islet mine. There are probably over 200 different samples assayed in the book. Silver is assayed through titration and the calculations are often written out in full. For example: Nov. 2nd. Samples assayed for purposes of finding amount of loss that will occur in concentrating ore. No. 1: Pink spar and slate some silver sprinkled throughout the spar nearest the slate. Ore taken = 3 A.T. = 87.498 grm. 1/20 A.T. = 34.4 = 694. Concentrations = 7.290 grm. Failings = 72.242grm. Loss = 7.966 grm or 9.1% This is done many times with many different types of samples each taken from different places and described differently. On some dates a Diamond-drill-core is used and samples are tested for their silver content. A detailed map can be found about a quarter through the book which gives the locations of all the different samples taken. There are many many pages where the assay calculations done on the samples are fully fleshed out. These calculations are done by titration and are very complex and incredibly interesting to those who know what is being done. Silver is commonly found in various ores such as argentite chlorargyrite and galena a lead ore often containing significant amounts of silver. Galena is mentioned most often especially when Wederkinch writes on smelting the ore into silver. The last part of the book roughly 40 pages appear to have been written by another person other than Wederkin. They concern a trip to Central America Ecuador Panama Honduras and what appears to be a feasibility assessment of a number of mines in that part of the world: Loma Larga Mine. No Frills report says the ore goes averages from $90 to $100 pr. Ton. Mr. Williamson says that the ore will average from $40 to $50 pr. Ton. They have wored as much as 250 tons in a month from 3 mines and he says his ___ at one time showed an average of $50 pr. Ton. He says they had some ___ ore that was sent to England which he thinks will go near $1000 pr. ton but says of late they have not taken out any parking ore for shipment. The date on this section is 1888. Wederkin would die in 1881 in Honduras. Also included are a number of pages on how to calculate latitude and longitude pages on the use of a smelting furnace to extract base metals from their ore including the financial details of the use of the furnace i.e. cost in versus return pages concerning the details of various metallurgical instruments Leffel Water Wheel Riveted Iron Pipe Smelting Furnace etc. pages on the temperatures experienced on a multi-month trip to Honduras to test the feasibility of mining in the country. The book is in fair condition. There is an unattached front cover and no back cover. The pages are in good shape but are not bound to each other. They are not completely loose as they are in gatherings of 16 pages or so but the separate gatherings are not bound to each other anymore. The book is roughly 200 pages of which there is writing on almost every single page. The handwriting is legible and readable. Background: Silver Islet refers to both a small rocky island and a small community located at the tip of the Sibley Peninsula in northwestern Ontario Canada. A rich vein of pure silver was discovered on this small island in 1868 by the Montreal Mining Company. At that time the island was approximately 50 m² in size and only 2.5 metres above the waters of Lake Superior. In 1870 the site was developed by Alexander H. Sibley's Silver Islet Mining Company which built wooden breakwaters around the island to hold back the lake's waves and increased the island's area substantially with crushed rock. A collection of seventeen signature by seventeen different presses including the Press of the Woolly Whale the Harbor Press and the Golden Hind Press. The title page was designed by Bruce Rogers with ornaments and printed in brown and green. Goudy was a master type designer developing over one hundred fonts. Laid-in is a ALS Autograph Letter Signed by Goudy handwritten in ink on his stationary. Partially unopened an exceptionally clean bright and tight copy showing expected toning to spine lable. On offer is a super fascinating manuscript relic of early Harley-Davidson motorcycle history being a 1936 original diary handwritten by the 22 year old J. Carson Little as evidenced by his personal address label "J. Carson Little "The Motorcycle Man" 3124 Campbell Av. Lynchburg VA 24501." There's another address inside that shows him living at Thomasville North Carolina. He was known as "The Motorcycle Man" because of his renown as a Harley Davidson dealer which he did for over 47 years. Only 22 years old at the writing the entire diary reflects whole life being centered around Harley-Davidson motorcycles. One online site dedicated to him provides: "J. Carson Little was the Harley dealer in Lynchburg Virginia for many many years .his incredible collection of Harley literature he had saved throughout the years. His two car garage has a fully finished upstairs room that was a Harley Museum. We learn that Mr Little used to hand out flyers regarding a noted trip to the Rose Bowl. "Hello. The following is a brief description of why I am in your town. "In 1938 Carson and a buddy rode Carson's brand new 1938 Harley from Thomasville North Carolina to the Rose Bowl in Pasadena California and home again. He sold the bike in 1948 but started looking for it in 1958. It had passed through 13 owners but on the 20th anniversary of his 1938 trip he found it again. Carson and his son rode back to the Rose Bowl in 1963 the 25th anniversary of his original trip. Of course he rode the same motorcycle as he had done in 1938. He then decided to keep going back every five years "just to keep in practice". 1968 - 30th anniversary. 1973 - 35th. 1978 - 40th. 1983 - 45th and once more in 1988 for the 50th Anniversary. Same man - same motorcycle - same trip J. Carson Little "The Motorcycle Man""Dave Hennessey. The diary is full. Here are some snippets: 1936 "I fixed up my 1925 Harley Davidson. Took a ride snow on the ground .C. L. Tiddler of the State Highway Patrol was killed in front of Rajon Mill about 4:45 P.M .Rain about all day. Mendenhall bought an Indian 29 MP Scout .Carl brought Indian home. Paul bought a "T". Went to show. Checked lights. S. H. P .Went to Greensboro. Seen ruins of hurricane .Big day. Rode a 1936 model Harley Davidson GI. First ride. 85 MP On trade for new Harley. Probably trade tomorrow .Beautiful brand new Harley Davidson 1936 Model 74 Twin. Put 70 miles on it In Richmond. Seen Joe P. Saw first professional motor cycle race . Got 1934 model Harley Davidson from Fred Koray .Leaving for Kimesville Lake on Gypsy Tour tomorrow .Went on Gypsy Tour to lake. Went swimming. Hestar won TT race and plank riding .Swim hole busted. Went to show. Plenty of rain. Roads getting muddy. First day I failed to take a ride on Harley. Paul got wood works for 28 Chev .Saw new 1937 Harley Davidson. 74 37 V. L. 1595 .Went to show. Carl cleaned off safety bars and handle bars going to paint .Went to the show. Cranked up new Harley Davidson 1937 UL 1559 .Saw old year go out. Stayed at Clubhouse till 2 o'clock. Carl and Ed feeling good.
