A socially and politically liberal philosophical tract focusing on the reign of Alexander III in Russia 1881-1894 this text would have been banned from publication in Imperial Russia. The cover subtitle promotes the book as "a diagnosis of the main ailments of Russia and ways of healing them" "S ukazaniem osnovnykh nedugov Rossii i putei k uvrachevaniiu ikh". The author claims that the centralized top-down governing structure of the Russian Empire destroys social fabric and individual will and argues for de-centralization. He also critiques the Russian messianic position and its claims of "civilizing" the orient and promotes religious and cultural tolerance instead. The author who is not identified by name may have been an employee of the Russian government abroad judging by the cover subtitle "from the notes of an administrator" "iz zapisok administrators".
